Data plans are currently config-driven mock records and will be replaced by approved VTU provider catalogues.

Provider-ready behavior

The UI is shaped for plan availability, provider downtime, pending statuses and receipts, without calling a real provider yet.

Mock flow: unavailable plans, provider downtime and pending transactions are handled by the VTU layer.
